White Paper: Closing the Gap – From Aspiration to Scaled Adoption
 

Our new White Paper sets out a practical framework for implementing AI and data analytics at scale across UK project delivery — moving beyond pilots to consistent, trusted, measurable impact.

Building on the 2025 Green Paper, the White Paper introduces a barrier-led framework covering six interlocking adoption challenges: leadership alignment, interoperable data, digital readiness, skills and culture, procurement, and assurance. For each challenge, it defines target states, practical actions, and measurable success indicators.

The paper also presents a phased scaling roadmap — Foundations, Early Scaling, Institutionalisation, and Optimisation — enabling any organisation to progress with confidence from where they are today.

Alongside the White Paper, the Project Data Analytics Task Force (PDATF) has launched the Barrier Toolkit: an interactive, continuously updated library of resources, templates, and case studies aligned to the framework.
